for different color muzzle or for any part of body just cut it where you want change color on each end of piece add your seam alowance (3-4mm) and stitch as usually (you would stitch pawpad same way)

You can find it in any fabric shop just ask them, it few types but cottony ones work better,  I did try it.
Not sure about syntetic coloring where you are try dis chem, we have brazilian dyes  for syntetics in Kloppers shop.
