I purchased a sheet of old photos of children with teddy bears and dolls. I found them on etsy and they were sent via email attachment. My idea is to put them on a tag tied around a bears neck. But I'm not sure of the best way. I can crop & resize them in my photo program. If I print them and then glue them onto the tag what would be the best kind of glue? Any other ideas?

What about printing them onto card stock and then cutting that out into the shape of the tag you want.
There is also a company that has sheets that you can put into the inkjet printer and then print on them. They are made to punch out in different shapes. This company even has one that is shaped like a dog bone. http://www.diyhangtags.com/
If you still want to print and glue I would suggest some of the adhesives used for scrap booking.

If you're looking to print out the graphic and then stick it onto a hangtag, I'd use Mod Podge. Mod Podge is the greatest stuff in the universe and it comes in all kinds of finishes - from glossy to semi-gloss and matte. http://www.plaidonline.com/apmp.asp will tell you about this great stuff. It's cheap, and all you need is a paintbrush to brush it on! It dries clear and is a glue, finish, and sealer all in one. It's nontoxic, air dries and is super easy to use. I've used Mod Podge for a LOT of different mixed media projects. Give it a whirl!
