I feel completely stupid asking this but here it goes anyway...
I just ordered and received some 100% virgin wool felt and it just seems a lot thinner than I expected? Do you double it up for a thicker pawpad? I don't want to go through all the work of sewing and stuffing to just shove my polyfil right through a poor bear foot.

I'd line it with cotton fusible interlining...you just iron it on...it really helps strengthen fine fabrics. I use it all the time for paw pads...
Hmm, the felt I got is as thick as my ultrasuede. Maybe you can try to pull it between your fingers and see if it comes apart? Good felt won't stretch I think. You can of course always back it with some interfacing of your choice. The thickest may be Timtex (bonded with iron-on fusible web) or fast-2-fuse, but any interfacing should work.
Interfacing....good idea...sometimes I need to be slap with the "obvious stick." I got it from Intercal (thank Johnna for helping me choose the colors...you are a peach). I just expected thicker stuff.
It seems thinner than what you are used to but It is pretty strong. It is tightly compressed. I have never had problems , even when I made large bears. I stuff really hard and I use it now on my smaller bears and it is just fine.
