I think that everything you mentioned works fine, especially once you enclose it in a pouch. Mini-makers might have other suggestions (e.g. Mineral granulate or tiny steel shot) since they need the weighting material to go down into tiny feet, etc.
In addition, different kinds of filling have different degrees of weightiness (e.g heavy polyfill whose fibers haven't been "exploded" and rubber "baby fat" pellets). I hope this is helpful!

I think you could be right about the pattern, too.

I have two ideas, but no guarantees. First, I'd use the largest disks possible, and maybe even design the head with a slightly larger neck opening to accommodate them. Second, I'd stuff the top of the body quite firmly - the whole collar-bone area and upper back need to be very supportive in order for the head not to slump (even with a regular stuffed face).
The face is already adorable, by the way.
