I would like to make a bear with body and back of head looking like sheep and grey cashmere for legs and arms..

I cant see online any fabric that would make it feel like sheep.. (a bit like Hedgehog fabric.. )

Any suggestion or a pointer to the right website??

How about Sherpa Fur Fleece Fabric, they sell it on ebay or perhaps this?

Probear has a nice shortbcurly white mohair I used to make a lamb that I thought looked good. Gerrys here in Australia also has a white wool fabric that would make a nice sheep. You don't say how large it's going to be so hard to know what length you're looking for.
    Feel guilty not mentioning our lovely hosts Intercal but I don't think they have anything 'sheepy', if you take a trip around the suppliers websites I'm sure you'll find some options

Whether or not it will suit your design depends on the size you plan to make it.
If I find similar mohair at European suppliers I'll post you on it.
