I think just a stitch of pearle cotton will do the trick!

Some do use fabric, but I think asking what sort is used is being a bit restrictive, as people will use all sorts of fabrics, depending on what look they want.
     I'd say think about what you'd like the finished bear to look like and go from there. A grumpy old man Teddy might have curly white mohair. Or you might prefer the smoother look of mini bear fabric such as Sassy or Ultrasuede. The key is to experiment and have fun
