I'm gonna take a guess and say it's a manufactured bear by Russ, named after Teddy Roosevelt.  There's a chance that it came out in 2003-4 to commemorate the 100th anniversary of when the first teddy bear was made.  If that's the case, many bears would have been manufactured and the teddy would have little monetary value.  This supposition is right off the top of my head, so my theory may be incorrect.

the tag says 1979, I've looked up bears named teddy but to no avail, I did see a damaged one on ebay once that was selling for $150

I wouldn't expect the bear to have much value, but you could always try!
